Why is there a day Gap between SL vs ENG Test ?

Well it’s due to their presidential election being held since nobody in charge since late 2022.It’s quite huge for the entire country like Srilanka and especially all SL players have to caste their vote  and it couldn’t have been avoided consider future series and logistics.

Has it happened before?

Yes . It used to happen often during 1990s and before. And most recently it happened in 2008 when Bangladesh had their parliamentary election and guess what the opposition being same Srilanka
